What is C-39 Roofing Contractor License?

A C-39 license is the California CSLB classification that authorizes a contractor to install, repair, and re-roof with all roofing materials. A C-39 licensed and CSLB verified contractor is the credential to confirm before hiring any roofer in California.

The C-39 classification covers roofing: a C-39 licensed contractor is qualified to install, repair, and replace roofs using any roofing material — composition shingle, slate, copper, clay and concrete tile, standing-seam metal, and single-ply or green/cool roof systems. In California, roofing work over $500 legally requires a C-39 (or a B general-building license with appropriate scope), and CSLB enforces that classification.

Checking for a C-39 license specifically — not just “a contractor’s license” — is what separates a qualified roofer from a generalist.
